I solved the issue. It was just a matter of using a new mesh and setting the mesh filter and mesh collider after setting the verts for a standard material using substances. I am seeing an odd reflection however and made a video. I wonder if it's somehow the reflection math or something? https://www.youtube.com/watch?v=0_nTXqg4EyM

Do substances have a poly limit? Seems as though I can only cover a mesh with sub 1000 polys with snow just partially...???

No , substances have no poly limit. It's a material. Frankly , i don't understand a question. Btw, this material is very old. I did it like a year ago. For the snow itself, i would recommend trying to use new snow_cover filter
